That\u2019s how you get things done in Congress.<\/p>\n

That\u2019s how I got E-NAP, making more food assistance available for more families\u2014by piggybacking on the 2014 Farm Bill.<\/p>\n

That\u2019s how I got the funding formula for island schools changed, by piggybacking on the Every Student Succeeds Act.<\/p>\n

That is how the entire federal government was funded in 2014. Leadership called me and said: Congressman, would it be okay if we piggyback the omnibus appropriation bill on to H.R. 83, the territories bill that extends the CW program from 2014 to 2019?<\/p>\n

Piggybacking? Anyone who understands how to be successful in Washington piggybacks all the time, whenever they can.
