Edwin Aldan\u2019s (R-Tinian) House Bill 20-130, a bill that allows the PSS to hire foreigners for teaching specialized subjects such as science, technology, engineering, and math, and special education services. <\/p>\n<p>An amendment makes hiring foreign nationals the last option for PSS.<\/p>\n<p>According to Rep. Angel A. Demapan, (R-Saipan), the bill was amended to make sure that PSS exhausts all efforts prior to hiring foreign nationals.
