Ivan Blanco (R-Saipan) last Thursday adopted a bill that amends the composition of the CPA board, which currently allows board members with expired terms to continue serving as a board member until Gov. Ralph DLG Torres appoints a successor.<\/p>\n<p>Sen. Justo Quitugua\u2019s (R-Saipan) Senate Bill 20-92, which amends the composition of the CPA board to comport with the Article III, Section 21 of the CNMI Constitution provides that, \u201cUpon the expiration of the term of a member of a board or commission, such person shall cease to be a member unless reappointed in the manner prescribed by law.\u201d<\/p>\n<p>The CPA board, according to 2 CMC \u00a7 2123, violates that provision by allowing previous members to continue serving as board members until Torres appoints a new CPA board member.<\/p>\n<p>S.B. 20-92 deletes 2 CMC \u00a7 2123 in its entirety.<\/p>\n<p>According to comments from the Office of the Attorney General on the bill, S.B. 20-92 is not unconstitutional.<\/p>\n<p>The JGO adopted the bill for passage on the House floor in a future session unanimously without much discussion.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House of Representatives would be reviewing the Commonwealth Ports Authority\u2019s board of directors\u2019 compliance&#8230;<\/p>\n","protected":false},"author":22,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[4722,1198,124,5558],"class_list":["post-280554","post","type-post","status-publish","format-standard","hentry","category-local-news","tag-cmc","tag-commonwealth-ports-authority","tag-cpa","tag-justo-quitugua"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/280554","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/22"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=280554"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/280554\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=280554"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=280554"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=280554"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
