John Sidney McCain III, who passed away on Aug. 25.<\/p>\n<p>Lt. Gov. Victor B. Hocog, in his capacity as acting governor, had all American and CNMI flags lowered to half-staff starting on Aug. 28, in honor of the life and service of McCain.<\/p>\n<p>McCain died at age 81.
