{"id":283706,"date":"2018-09-04T06:08:47","date_gmt":"2018-09-03T20:08:47","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=283706"},"modified":"2018-09-04T06:08:47","modified_gmt":"2018-09-03T20:08:47","slug":"cpa-pays-cuc-400k-a-month","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/cpa-pays-cuc-400k-a-month\/","title":{"rendered":"\u2018CPA pays CUC $400K a month\u2019"},"content":{"rendered":"<figure id=\"attachment_283709\" aria-describedby=\"caption-attachment-283709\" style=\"width: 292px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/2018\/09\/Roman-Tudela-mug.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/2018\/09\/Roman-Tudela-mug-292x300.jpg\" alt=\"\" width=\"292\" height=\"300\" class=\"size-medium wp-image-283709\" \/><\/a><figcaption id=\"caption-attachment-283709\" class=\"wp-caption-text\">Roman Tudela<\/figcaption><\/figure>\n<p>Within a nine-month period, the Commonwealth Ports Authority\u2019s monthly power and water utility bill amounted to over $400,000, according to CPA personnel committee chair Roman Tudela.<\/p>\n<p>Citing that tenants are supposed to have sub-meters with CPA, Tudela expressed concern whether the tenants are paying CPA because CPA pays the Commonwealth Utilities Corp. based on the total reading.<\/p>\n<p>\u201cCPA then bills the tenants,\u201d said Tudela during a joint CPA airport, finance and personnel committee meeting at the Aircraft Rescue and Fire Fighting classroom at the Francisco S. Ada\/Saipan International Airport. <\/p>\n<p>\u201cThe thing is, when the tenants pay, CPA should reduce its expenditures. Basically, that\u2019s my target\u2014to reduce the expenditures,\u201d he said. <\/p>\n<p>Tudela said that CPA used to only pay CUC about $200,000 a month.<\/p>\n<p>He cited the amount to insist on CPA investing in solar energy. He said they had a proposal last year and it\u2019s been determined that CPA will be able to save half on its utility bill with the solar power.<\/p>\n<p>Tudela said they should not neglect that and focus on transitioning to solar power.<\/p>\n<p>He pointed out that the CNMI government is putting up another half a million dollars for a solar power project.  <\/p>\n<p>\u201cCan we look at that and try to work out to at least find ways and means to cut back our expenditures and furthermore to work hard and save for other means to increase our revenue?\u201d he asked.<\/p>\n<p>Tudela, in a separate interview with Saipan Tribune, said they are looking into the cause of the high utility bill.<\/p>\n<p>He, however, stated that based on his recent discussion with the CPA executive director, one of the things that causes the higher utility bill, particularly power, is that a lot of the airport power lines are old.<\/p>\n<p>\u201cIn some areas, even during daytime, the lights are still on,\u201d Tudela said. <\/p>\n<p>Commonwealth Healthcare Corp. officials, Gov. Ralph DLG Torres, and lawmakers recently held a groundbreaking on the hospital\u2019s solar power project.<\/p>\n<p>CHCC chief executive officer Esther L.
