According to its application last week, the airline stated \u201ccivil aircraft operated by U.S. carriers are apparently not available to meet FEMA\u2019s requirements.\u201d<\/p>\n<p>Guam was hit by the typhoon\u00a0Monday, knocking down houses, power lines and trees.
