{"id":288328,"date":"2018-11-09T06:00:56","date_gmt":"2018-11-08T20:00:56","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=288328"},"modified":"2018-11-09T06:00:56","modified_gmt":"2018-11-08T20:00:56","slug":"cpa-board-seen-to-adopt-draft-accord-on-divert-airfield","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/cpa-board-seen-to-adopt-draft-accord-on-divert-airfield\/","title":{"rendered":"\u2018CPA board seen to adopt draft accord on divert airfield\u2019"},"content":{"rendered":"<p>The Commonwealth Ports Authority board expects to adopt in today\u2019s special meeting a draft purchase agreement relating to the U.S. Department of Defense\u2019s proposal to put an alternative landing site\u2014or divert airfield\u2014for the U.S. Air Force on Tinian.<\/p>\n<p>That\u2019s according to airport operations committee chair Barrie C. Toves, who said yesterday that they anticipate the draft purchase agreement will lead to the consummation of the military\u2019s lease of the northern part of the Tinian International Airport.<\/p>\n<p>\u201cOnce we adopt that, then there will be signing of it. Representatives [of] the U.S. Department of Defense and CPA chairman will sign the purchase agreement. And that will kick the ball rolling toward the finalization of the lease agreement,\u201d he said.<\/p>\n<p>The CPA board of directors will hold the special meeting today, Friday, at 10:30am in the Office of the Mayor of Tinian and Aguiguan. The only item on the agenda is the divert airfield lease.<\/p>\n<p>The CPA board was supposed to hold a joint committee meeting to discuss the purchase agreement last Oct. 29, then hold a board meeting the following day, Oct. 30, during which directors were planning to disclose their decision on the divert airfield\u2019s plan. The two scheduled meetings were canceled due to Super Typhoon Yutu.<\/p>\n<p>Toves said yesterday that what they are going to discuss today, Friday, is how they are going to proceed because the purchase agreement must be signed first before they act on the lease agreement. <\/p>\n<p>Toves said the Department of Defense must commit to the figures that they agreed upon. <\/p>\n<p>\u201cAnd there\u2019s some clause on the purchase agreement whereby how to transmit the funding, just to secure the commitment for the purchase of the leased property,\u201d he said. <\/p>\n<p>Toves said they have already reviewed the draft purchase agreement.<\/p>\n<p>\u201cThere is no schedule yet for the signing of the lease because the purchase agreement must follow first,\u201d he said. \u201cWe want to secure first the agreement for the DOD to commit the funds and then DOD will have to pay certain requirements.\u201d<\/p>\n<p>Toves disclosed that they are offering DOD a 40-year lease.<\/p>\n<p>\u201cWe can\u2019t go beyond the 40 years because of the statute that limits the lease to only 40 years,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Commonwealth Ports Authority board expects to adopt in today\u2019s special meeting a draft purchase&#8230;<\/p>\n","protected":false},"author":23,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[418,1173,23107,3581],"class_list":["post-288328","post","type-post","status-publish","format-standard","hentry","category-local-news","tag-air-force","tag-dod","tag-super-typhoon-yutu","tag-tinian-international-airport"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/288328","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/23"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=288328"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/288328\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=288328"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=288328"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=288328"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
