Francisco Q. Cruz leading the pack with 634 votes and Jude U. Hofschneider coming in second with 569.<\/p>\n<p>&nbsp;<\/p>\n<p>Independent bets Juanita Mendiola and former Commonwealth Utilities Corp. board member Eric San Nicolas had 250 and 197 each.<\/p>\n<p>&nbsp;<\/p>\n<p>Rep.
