Federal agents arrested in Garapan on Tuesday a taxi driver who allegedly later admitted that he is an overstaying tourist and has a fake CNMI driver\u2019s license.<\/p>\n
Cong Chen, 28, a Chinese national, was taken before the U.S. District Court for the NMI yesterday morning after the Homeland Security Investigations charged him with conspiracy to produce a false identification document.<\/p>\n
Chief Judge Ramona V. Manglona set a detention hearing for Tuesday, Dec. 4, at 9am. Chen was then remanded to the custody of the U.S. Marshal pending further proceedings.<\/p>\n
Benjamin Petersburg, on behalf of appointed defense counsel Bruce Berline, appeared as counsel for Chen. Assistant U.S. attorney Garth Backe appeared for the U.S. government. <\/p>\n
According to the complaint filed in court by HSI special agent Michael D. Lansangan, last Tuesday a Federal Protective Service inspector encountered an individual at the Horiguchi Building in Garapan who was illegally parked. <\/p>\n
