Ralph DLG Torres\u2019 proclamation for a special election to fill the vacant seat existing in the House of Representatives for Precinct 3.<\/p>\n<p>CEC administrative hearing officer Kayla S. Igitol, in an interview, also disclosed that registration for Precinct 3 was officially closed yesterday.<\/p>\n<p>Igitol said the last day of submission of nominating petitions and candidacy documents is Feb. 8, 2019.<\/p>\n<p>She said two persons had already picked up petition forms from their office yesterday afternoon, but she does not know if the petition were for themselves or for someone else.<\/p>\n<p>Igitol said a candidate needs 50 signatures in the nominating petition.<\/p>\n<p>Igitol said as soon as Torres signed the proclamation, the registration is closed.<\/p>\n<p>\u201cIt\u2019s in the law. We have to close the registration 60 days period to an election,\u201d she said.<\/p>\n<p>Torres set the special election for March 23, 2019.<\/p>\n<p>Igitol said as of last week, there were 3,803 registered voters for Precinct 3.<\/p>\n<p>\u201cRight now, we\u2019re still purging out the names [of registered voters]. So, this number will change,\u201d she said.<\/p>\n<p>Igitol said they have not decided yet as to the location of the polling place.<\/p>\n<p>There is a vacant House  seat after Rep. Francisco S.
