Ada\/Saipan International Airport for non-aeronautical activities to earn more money.  <\/p>\n<p>According to a CPA document called \u201cStrategic Planning for CNMI Air and Seaports,\u201d its existing leases\u2014both aviation\/harbor and non-aviation\/non-harbor\u2014enable CPA to earn a substantial amount.<\/p>\n<p>CPA\u2019s plan is to examine various land leases that are outside of the aeronautical\/harbor classification.<\/p>\n<p>CPA said the Department of Public Lands\u2019 land use plan and the CPA\u2019s master plans are nearing completion, which will assist CPA in determining the different types of potential leases.<\/p>\n<p>CPA\u2019s intent is to align its development plan with that of the CNMI government. <\/p>\n<p>CPA is also exploring the possibility of charging fees for the use of baggage carts as another potential revenue source.<\/p>\n<p>CPA noted that many airports worldwide have implemented a fee for the use of baggage carts.<\/p>\n<p>CPA, however, conceded that given the airport\u2019s current footprint, it is still undetermined if this venture would be profitable.<\/p>\n<p>Passengers use baggage carts for a distance of only a few feet. <\/p>\n<p>Another idea is establishing a food and beverage kiosk after or in the arrival area. All food and beverage stations are right now located in the departure areas.<\/p>\n<p>Another idea is establishing booths for tour companies as most arriving passengers are associated with a tour agent\/company.<\/p>\n<p>CPA executive director Christopher S.
