Torres as acting managing director, effective today, Tuesday. <\/p>\n<p>Christopher Concepcion\u2019s resignation as MVA managing director became effective last Friday.<\/p>\n<p>Since Torres is off-island, MVA community project manager Martin Duenas served as acting managing director yesterday.<\/p>\n<p>Concepcion turned in his resignation last March 12. He became the managing director in April 2016.<\/p>\n<figure id=\"attachment_297661\" aria-describedby=\"caption-attachment-297661\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/2019\/04\/Judy-C.-Torres.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/2019\/04\/Judy-C.-Torres-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" class=\"size-thumbnail wp-image-297661\" \/><\/a><figcaption id=\"caption-attachment-297661\" class=\"wp-caption-text\">Judy C.
