Attorney Ramon K. Quichocho informed the federal court yesterday that one of his clients, who was suing several businesses for allegedly having facilities that are not accessible to persons with disabilities, had been found dead.
\nQuichocho said that Petra Rulyan spoke to him on March 13, 2014, and that she confirmed that William A. Tracy passed away before Feb. 7, 2014.<\/p>\n
Quichocho said that Tracy is the father of Rulyan\u2019s children.
\nQuichocho said that, according to Rulyan, Tracy\u2019s body was found on Feb. 7, 2014. He has already been buried.<\/p>\n
The lawyer said that attorney Jane Mack of the Micronesian Legal Services Corporation sent him an email on March 7, informing him that Rulyan wanted to let him know that Tracy died.
\nNo other details about Tracy\u2019s death were indicated in the notice.<\/p>\n
Last March 6, U.S. District Court for the NMI Chief Judge Ramona V. Manglona sanctioned Quichocho for his late filing of Tracy\u2019s opposition to a motion to dismiss the lawsuit. Manglona told the lawyer that he violated Model Rules of Professional Conduct Rule 1.3, which relates to the duty of diligence, when he neglected to file his client\u2019s opposition.<\/p>\n
The judge ordered Quichocho to pay for their time all four lawyers who appeared in court at that time in preparation for the argument in their motion to dismiss. She required Quichocho to pay these costs personally and that he not charge his client, Tracy.<\/p>\n
