{"id":305358,"date":"2019-08-06T06:06:41","date_gmt":"2019-08-05T20:06:41","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=305358"},"modified":"2019-08-06T06:06:41","modified_gmt":"2019-08-05T20:06:41","slug":"305358","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/305358\/","title":{"rendered":"Cannabis amendment heads to Torres"},"content":{"rendered":"<p>Cannabis legalization inches toward reality after the House of Representatives accepted last Friday the Senate changes to a bill that amends the law that created the Commonwealth Cannabis Commission.<\/p>\n<p>With a vote of 14-4 in favor of accepting the Senate changes to Rep. John Paul Sablan\u2019s (R-Saipan) House Bill 21-13, HD1, SS1, the bill now heads to Gov. Ralph DLG Torres\u2019 desk for enactment.<\/p>\n<p>The bill grants the cannabis commission the authority to promulgate regulations to regulate the cannabis industry. <\/p>\n<p>\u201cIt has been six months since I initially introduced it to the House. We are glad that\u2026it\u2019s on its way to the [Torres] administration\u2019s office,\u201d Sablan said in an interview.<\/p>\n<p>The bill, when signed, gives the cannabis commissioners six months to come up with regulations for the industry.<\/p>\n<p>The commission representatives\u2014Matt Deleon Guerrero, Nadine Deleon Guerrero, Valentino Taisakan, Lawrence Duponcheel, and Thomas Songsong\u2014consist of three representing Saipan and one each for Rota and Tinian.<\/p>\n<p>\u201cOnce they [cannabis commission] hit that gavel, that is when the clock starts ticking,\u201d Sablan said. \u201c\u2026But nothing stops the commission from promulgating rules before six months.\u201d <\/p>\n<p>Sablan encourages the commission to \u201ctake their time\u201d when it comes to coming up with the regulations.<\/p>\n<p>\u201cThis is, for me, a big [undertaking].
