{"id":305510,"date":"2019-08-07T06:06:10","date_gmt":"2019-08-06T20:06:10","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=305510"},"modified":"2019-08-07T06:06:10","modified_gmt":"2019-08-06T20:06:10","slug":"doj-faults-cuc-in-seeking-epa-approval","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/doj-faults-cuc-in-seeking-epa-approval\/","title":{"rendered":"DOJ faults CUC in seeking EPA approval"},"content":{"rendered":"<p>The Commonwealth Utilities Corp. remains deficient in submitting items for the U.S. Environmental Protection Agency\u2019s approval, including failure to submit a plan to repair leaks in the drinking water system as required by the federal court-mandated Stipulated Order 1, according to the U.S. Department of Justice.<\/p>\n<p>SO1 focuses on drinking water and wastewater and the restructuring of CUC\u2019s organization.<\/p>\n<p>As of press time yesterday, Saipan Tribune was still awaiting CUC\u2019s response to a request for comments.<\/p>\n<p>In the U.S. government\u2019s August 2019 status report filed in federal court last Thursday, Bradley R. O\u2019Brien, senior lawyer at the DOJ Environment and Natural Resources Division Environmental Enforcement Section, said CUC has failed to provide EPA an update on procurement procedures.<\/p>\n<p>O\u2019Brien said CUC also failed to install a computer-based preventative maintenance management system and failed to complete a water meter maintenance and testing program.<\/p>\n<p>O\u2019Brien said EPA, however, approved last Feb. 11 CUC\u2019s drinking water cross connection and backflow prevention program, pursuant to SO1.<\/p>\n<p>He said CUC continues to report that it is not billing customers adequately to cover the cost of service.<\/p>\n<p>He said CUC states that non-revenue water is approximately 63%, meaning only 37% of drinking water produced, pumped, and chlorinated by CUC is being billed to customers and generating revenue.<\/p>\n<p>CUC reported it is losing approximately 200 million gallons per month of produced water.<\/p>\n<p>O\u2019Brien said the costs associated with the lost water is passed on to paying customers.<\/p>\n<p>He said the reasons for this loss include leaks and failed water meters.<\/p>\n<p>O\u2019Brien said SO1 requires an EPA-approved plan and schedule to perform detection and repair of leaks in the drinking water distribution system.<\/p>\n<p>He said SO1 also requires an EPA-approved plan to identify and eliminate subsurface connections to old drinking water lines or pipes that may negatively impact the quality of water in the distribution system.<\/p>\n<p>In 2014, EPA disapproved CUC\u2019s proposed leak detection and repair program.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Commonwealth Utilities Corp. remains deficient in submitting items for the U.S. Environmental Protection Agency\u2019s&#8230;<\/p>\n","protected":false},"author":23,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[900],"tags":[49,293,352],"class_list":["post-305510","post","type-post","status-publish","format-standard","hentry","category-featured","tag-cuc","tag-doj","tag-epa"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/305510","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/23"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=305510"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/305510\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=305510"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=305510"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=305510"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
