COLA recipients will then receive the payments from the GGRF.<\/p>\n<p>\u201cWe can meet obligations in advance of deadlines because of strong cash management,\u201d said Gov. Lou Leon Guerrero. \u201cOur retirees are a priority and they always will be.\u201d<\/p>\n<p>COLA payments are released annually and are appropriated every fiscal year.<\/p>\n<p>Lt. Gov. Josh Tenorio added: \u201cCOLA recipients are people who worked for years in service to the people of Guam.
