{"id":326710,"date":"2020-07-21T06:02:22","date_gmt":"2020-07-20T20:02:22","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=326710"},"modified":"2020-07-21T06:02:22","modified_gmt":"2020-07-20T20:02:22","slug":"manglona-is-first-to-file-candidacy","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/manglona-is-first-to-file-candidacy\/","title":{"rendered":"Manglona is first to file candidacy"},"content":{"rendered":"<p>Rota Municipal Council chief of staff Lorita Mesngon Manglona filed yesterday afternoon her candidacy for a seat in the Rota Municipal Council, making her the first one to file a candidacy with the Commonwealth Election Commission for the upcoming Nov. 3 general elections.  <\/p>\n<p>Less than three hours after Manglona, through a representative, filed her candidacy, retired U.S. Navy Vincent Raymond Seman Aldan also filed his candidacy as an independent for a Precinct 1 seat in the House of Representatives, making him the first one on Saipan to file a candidacy for this year\u2019s election.<\/p>\n<p>Manglona, 51, said in a phone interview she is running because she cares for the people and the island of Rota, that she has a compassionate heart and treat people equally. \u201cI will be the voice of the people,\u201d she added.<\/p>\n<p>There are three seats for the Rota Municipal Council.<\/p>\n<p>Manglona used to serve as the executive secretary of then-Rota senator Jovita Taimanao. She previously worked with the Rota Office of the Personnel Management and as an administrative officer at the Department of Public Lands Compliance Division on Saipan.<\/p>\n<p>The CEC has been accepting the filing of submission of petitions and candidacies since last July 6. Aug. 5 is the deadline to submit nominating petitions and candidacies.<\/p>\n<p>Aldan, 48, a resident of As Lito, retired from the U.S. Navy in 2017. He was an instructor\/trades coordinator at the Northern Marianas Technical Institution where he teaches power generation.<\/p>\n<p>In a later interview, Aldan said that what\u2019s needed right now is enforcement of existing laws. \u201cIt\u2019s sad to say that the politicians know that there is a law because they created the law. The thing that is lacking is enforcement of the law,\u201d he said. <\/p>\n<p>Aldan said he also believes in a well established trade school. \u201cYou need a very knowledgeable base skilled labor workforce.
