Hate crimes are the highest priority of the FBI\u2019s civil rights program.\u00a0They are not only an attack on the victim; they are meant to threaten and intimidate an entire community.\u00a0<\/p>\n
\u201cHate crimes are the top priority within the FBI\u2019s Civil Rights Program, due to the devastating impact these types of crimes have on communities. One act can terrorize entire communities and groups of people,\u201d said FBI associate deputy director Jeffrey Sallet. \u201cThere\u2019s simply no place in this country for hate and intolerance. We in the FBI stand ready to use all the tools at our disposal to reduce the threat of hate crimes and fulfill our mission to protect every American.\u201d\u00a0<\/p>\n
The FBI is the lead investigative agency for criminal violations of federal civil rights statutes.\u00a0The bureau works closely with its local, state, tribal, and federal law enforcement partners in many of these cases,\u00a0even when federal charges are not pursued.\u00a0The FBI also\u00a0works to\u00a0detect and prevent incidents through law enforcement training, public outreach, and partnerships with community groups.\u00a0<\/p>\n
The FBI defines a hate crime as a \u201ccriminal offense against a person or property motivated in whole or in part by an offender\u2019s bias against a race, religion, disability, sexual orientation, ethnicity, gender, or gender identity.\u201d\u00a0\u00a0<\/p>\n
The FBI works to protect all victims of crimes, regardless of their country of national origin or immigration status.\u00a0The FBI encourages victims and witnesses\u00a0of any hate-related incident to report it to law enforcement.\u00a0After a report is submitted, the FBI\u00a0will work with\u00a0its\u00a0law enforcement\u00a0partners\u00a0and\u00a0use its resources\u00a0and expertise\u00a0to\u00a0determine if an incident meets the criminal standard.\u00a0\u00a0<\/p>\n
