{"id":361295,"date":"2022-02-04T06:06:38","date_gmt":"2022-02-03T20:06:38","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=361295"},"modified":"2022-02-04T06:06:38","modified_gmt":"2022-02-03T20:06:38","slug":"govt-employees-hired-through-arpa-may-lose-jobs-if-arpa-money-runs-out","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/govt-employees-hired-through-arpa-may-lose-jobs-if-arpa-money-runs-out\/","title":{"rendered":"\u2018Gov\u2019t employees hired through ARPA  may lose jobs if ARPA money runs out\u2019"},"content":{"rendered":"<p>Office of Personnel Management director Frances Torres Salas said early this week that government employees hired through the American Rescue Plan Act are not for permanent positions and that they may go if ARPA money runs out. <\/p>\n<p>Speaking during the Saipan and Northern Islands Delegation- Committee on Judiciary and Governmental Operations meeting in the Senate chamber, Salas said when the time comes when a limited term appointment expires and if a department feels the need to keep that employee, it\u2019s the department\u2019s responsibility to plan ahead and migrate that account to a general or local account because there will be no ARPA funds. <\/p>\n<figure id=\"attachment_361269\" aria-describedby=\"caption-attachment-361269\" style=\"width: 150px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/2022\/02\/Denita-Yangetmai-headshot-PW-11-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" class=\"size-thumbnail wp-image-361269\" \/><figcaption id=\"caption-attachment-361269\" class=\"wp-caption-text\">Yangetmai<\/figcaption><\/figure>\n<p>This was learned after Rep. Denita Yangetmai (D-Saipan), who is a member of SNILD JGO Committee, asked what will happen to these people hired by the government when the ARPA money runs out. Yangetmai also asked if OPM is making plans on what to do with these workers if there is no more ARPA money. <\/p>\n<p>Salas said that when they have a request for personnel action, they can see whether it is 100% federally funded or ARPA funded. \u201cIt\u2019s very clear which one is ARPA, which one is not,\u201d Salas said.<\/p>\n<p>The OPM director said they have to ensure that both the department and the employee understand that the funds are only available for a specific period of time.<\/p>\n<p>She said these employees are not placed on civil service status but what\u2019s called \u201climited term appointment.\u201d Salas said the department and the employee have to be aware that this is not a permanent position. <\/p>\n<p>\u201cAnd that\u2019s where we need to be careful. And we need to ensure that both the employee and the department are aware of that,\u201d she said.<\/p>\n<p>The director said it\u2019s very clear on the request for personnel action that it\u2019s only for limited period of time. \u201cI would say 100% of them are for a year.
