Ralph DLG Torres. <\/p>\n<p>McDoulett was present at the Senate\u2019s special session Monday and also during the Senate\u2019s two joint committees\u2019 meeting Friday. <\/p>\n<p>At the Senate special session\u2019s public comment portion Monday, Rep. Celina R. Babauta (D-Saipan) denounced the proposed Impeachment Rules adopted by the Senate Committee of Executive Appointments and Governmental Investigations, and the Senate Committee on Judiciary, Government, Law and Federal Relations.<\/p>\n<figure id=\"attachment_356802\" aria-describedby=\"caption-attachment-356802\" style=\"width: 108px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/2021\/11\/Celina-R.-Babauta27-108x150.jpg\" alt=\"\" width=\"108\" height=\"150\" class=\"size-thumbnail wp-image-356802\" \/><figcaption id=\"caption-attachment-356802\" class=\"wp-caption-text\">Babauta<\/figcaption><\/figure>\n<p>Babauta said these proposed rules are not congruent with the applicable statutes and a \u201ccomplete betrayal\u201d of the CNMI Constitution.<\/p>\n<p>She said the fact that a special counsel was specifically hired to draft up these rules and personally participated as the joint committee\u2019s counsel during their meeting Friday instead of the two in-house Senate lawyers is \u201ccontradictory to and is a betrayal\u201d of the CNMI Constitution.<\/p>\n<p>She said there is no ambiguity in the Constitution that the Legislative Bureau counsel never be replaced by a private attorney in its role of assisting any Senate committee and private counsel should not be utilized as the official counsel in any official Senate or committee meeting.<\/p>\n<p>Babauta said even during the hearings of the House Judiciary and Governmental Operations Committee that she chairs, they respected the Constitution and used only the House legal counsel and  no one else.<\/p>\n<p>\u201cThe question I ask is, who is providing direct or indirect funding for special counsel Joe McDoulett? Is it the governor? The mayor of Tinian?
