Rabauliman

Gov. Ralph DLG Torres has appointed Mark O. Rabauliman and Allen Michael Perez to serve on the Commonwealth Utilities Corp. board of directors.

Rabauliman, who is a former Department of Commerce secretary, was nominated last Nov. 30 to the CUC board representing the 3rd Senatorial District, or Saipan and the Northern Islands

Perez, who is chief of staff of the Tinian and Aguiguan Office of the Mayor, was nominated last Nov. 28 to the CUC board representing the Second Senatorial District, or Tinian and Aguiguan.

Both nominations require the advice and consent of the Senate. If confirmed, Rabauliman and Perez would each serve a four-year term.

Torres told Senate President Jude U. Hofschneider (R-Tinian) in the nomination letters that he is confident that Rabauliman’s and Perez’s memberships on the CUC board is critical to ensure consistency and continuity in fulfilling CUC’s goals and objectives. The governor said he has every confidence that Rabauliman and Perez will devote their time and efforts in the best interest of people.

Torres also informed the nominees that he is confident that they are qualified and will be an asset to the CUC board.

Hofschneider referred Rabauliman’s appointment last Friday to the Senate Committee on Executive Appointments and Government Investigations chaired by Sen. Francisco Q. Cruz (R-Tinian) for review and recommendations.

With respect to Perez, Torres noted that the statutory employment restriction that prohibits a government employee from serving as a CUC board member places an undue burden as it limits the pool of otherwise qualified appointees from the island of Tinian. Accordingly, the governor said, he is waiving this restriction as authorized by the statute.

Torres also recently re-nominated former CUC board chair Miranda Lynn Villagomez Manglona representing the First Senatorial District, or Rota.

Gov.
