When asked about the holdout to resign, MVA said it was to ensure that the board retains a quorum. <\/p>\n<p>Last week, MVA acting chair Gloria Cavanagh explained that one of the reasons some of the MVA\u2019s appointed board members chose to hold out on their resignation was to ensure that there was a quorum for the February regular board meeting. <\/p>\n<p>\u201cWe had one position that was never filled last year. Then our chair stepped down in the beginning of January and board member Tom Liu turned in his resignation just recently. He wanted to make sure we made quorum because there\u2019s a lot of decisions that needed to be made. Meanwhile the other two, I\u2019m still not sure what their plans are,\u201d she said. <\/p>\n<p>Cavanagh, who is an elected board member, said that five board members are needed to make quorum. <\/p>\n<p>\u201cWe are comprised of five governor-appointed members, and four elected positions by the general membership,\u201d she explained. <\/p>\n<p>Gov. Arnold Palacios previously asked semi-autonomous agencies to ask for the voluntary resignation of their board and commission members, but to date, there have been a lot of holdouts who have yet to step down, one of which was the MVA board. Palacios stated that his administration is working on reappointments or replacing members with new appointees.<\/p>\n<p>\u201cWe are putting together reappointments and new appointees for these positions.
