Arnold I. Palacios disclosed today, Monday, that they were able to get the Commonwealth Utilities Corp. and the Commonwealth Healthcare Corp. to come to a settlement agreement in order to avoid disconnecting power and water services to the hospital.<\/p>\n<p>CHCC chief executive officer Esther L.
