Arnold I. Palacios disclosed in an interview yesterday that they are going to welcome 350 Navy personnel at the Saipan Seaport\u2019s Charlie Dock this morning, Friday.<\/p>\n<p>\u201cThey want to join us. I want to say welcome to the CNMI. I will be down there,\u201d Palacios said.<\/p>\n<p>USS <em>Shoup<\/em> is named for Medal of Honor recipient Gen. David M. Shoup, the 22nd commandant of the U.S. Marine Corps. Its homeport is Yokosuka, Japan.<\/p>\n<p>Last July 3, Palacios and Lt. Gov. David M.
