{"id":401499,"date":"2023-11-07T14:00:00","date_gmt":"2023-11-07T14:00:00","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=401499"},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-29T14:00:00","slug":"House-adopts-Senate-joint-resolution-for-902-talks","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/House-adopts-Senate-joint-resolution-for-902-talks\/","title":{"rendered":"House adopts Senate joint resolution for 902 talks"},"content":{"rendered":"<p>The House of Representatives unanimously adopted yesterday a Senate joint resolution that asks U.S. President Joe Biden and Gov. Arnold I. Palacios to consult on a number of subjects, as provided in Section 902 of the Covenant that established the CNMI\u2019s relationship with the United States.<\/p>\n<p>All 19 House members present at a session voted \u201cyes\u201d to a motion to adopt Senate Joint Resolution 23-05 that Senate President Edith E. DeLeon Guerrero (D-Saipan) recently introduced. There was no discussion about the resolution among House members.<\/p>\n<p>The Senate unanimously adopted the resolution last Oct. 24.<\/p>\n<p>During the session\u2019s public comments portion, private citizen Richard Hofschneider applauded the Senate for introducing the resolution, saying both the CNMI and the U.S. governments have to bring up issues that are affecting their relationship. The Covenant provides for the 902 Talks every 10 years.<\/p>\n<p>Hofschneider requested to also include in the 902 agenda the standard of living of people in the CNMI and the environment as there is a need to clean up Saipan\u2019s water system.<\/p>\n<p>The resolution requests both U.S. and CNMI leaders to convene the 902 Consultations to discuss, negotiate, and address immigration and workforce issues, economic crisis, military expansion, transportation, and other pertinent critical issues affecting the CNMI.<\/p>\n<p>In a recent interview, Palacios agreed with DeLeon Guerrero that it\u2019s time to convene 902 Consultations between the CNMI and the United States.<\/p>\n<p>Palacios said there are issues that need clarity or they need to bring to Biden\u2019s attention and that one of them is the touchback provision of the CNMI-Transitional Worker Program for foreign workers.<\/p>\n<figure style=\"width: 480px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/images\/imgupload\/32b021652f2905a09366f603771a6834.jpg\" width=\"480\" height=\"360\" \/><figcaption class=\"wp-caption-text\"><\/p>\n<p>Richard Hofschneider talks about his positions on some legislations, including a Senate joint resolution that requests U.S. President Joseph Biden and Gov.
