{"id":404503,"date":"2024-01-11T14:00:00","date_gmt":"2024-01-11T14:00:00","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=404503"},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-29T14:00:00","slug":"Man-previously-arrested-in-scheme-to-illegally-enter-Guam-attempts-it-again","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/Man-previously-arrested-in-scheme-to-illegally-enter-Guam-attempts-it-again\/","title":{"rendered":"Man previously arrested in scheme to illegally enter Guam attempts it again"},"content":{"rendered":"<p>A man who was arrested last year for his alleged involvement in a scheme to enter Guam illegally via boat was recently caught again trying to enter Guam illegally by boat when he and several others had to be rescued by the U.S Coast Guard last Jan. 6.<\/p>\n<p>Weng Bin, one of 14 Chinese nationals who were arrested last year for attempting to illegally enter Guam by boat, was allegedly caught trying to enter Guam again by boat last Jan. 6 when the U.S Coast Guard rescued him and several others as their boat was taking in water.<\/p>\n<p>Because of this, the U.S. Probation Office has filed a petition with the U.S. District Court for the NMI seeking to revoke Weng\u2019s supervised release.<\/p>\n<p>\u201cThis Probation Office respectfully requests that the court issue an arrest warrant for Weng and upon its execution, that he appear at a hearing scheduled by the court, and during that hearing, he be held to answer or show cause why supervised release in this case should not be revoke,\u201d states the Probation Office\u2019s petition.<\/p>\n<p>Specifically, Weng violated the terms of his release when he left the judicial district without first getting permission from the court or the probation officer, failed to submit a monthly supervision report for December 2023, and failed to follow the instructions of the probation officer related to the conditions of supervision.<\/p>\n<p>According to court documents, Weng was sentenced last Nov. 8, 2023, by Senior Judge Alex R. Munson on charges of conspiracy to transport illegal aliens. He was sentenced to an imprisonment term of time served, approximately 10 days, followed by one year of supervised release with conditions.<\/p>\n<p>Weng\u2019s term of supervised release started on the same date and is set to expire on Nov. 7, 2024.<\/p>\n<p>On Nov. 13, 2023, Weng was instructed that he cannot leave Saipan without permission from the court or Probation office. He was instructed to report every first week of the month to submit a monthly supervision report. However, Weng failed to submit an MSR for the month of December 2023, which was due between Jan. 1 and 5, 2024.<\/p>\n<p>On Jan. 6, Probation Officer Gregory F. Arriola received information from Homeland Security Investigation that Weng had been caught attempting to enter Guam via boat. It was noted that Weng\u2019s boat had to be rescued by the U.S. Coast Guard after taking on water.<\/p>\n<p>Weng was instructed to report to the U.S. Probation Office in Guam on Jan. 8, during which Arriola was able to visually verify that Weng is the same individual being supervised by the Saipan USPO.<\/p>\n<p>Weng was part of a group of six Chinese nationals who were aboard a distressed boat who were rescued by the U.S. Coast Guard Forces Micronesia\/Sector Guam some 30 miles northwest of Guam, on Jan. 6, 2023.<\/p>\n<figure style=\"width: 480px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.saipantribune.com\/wp-content\/uploads\/images\/imgupload\/3f960613f3d043408fe27f16f0e22b14.jpg\" width=\"480\" height=\"360\" \/><figcaption class=\"wp-caption-text\"><\/p>\n<p>The U.S. District Court for the NMI in Gualo Rai.<\/p>\n<p>-KIMBERLY B.
