Torres administered the oath at a ceremony attended by Brown\u2019s family, esteemed guests, and members of the Judiciary.<\/p>\n<p>Brown was appointed by Torres in anticipation of the conclusion of Magistrate Judge Benjamin C. Sison Jr.\u2019s second term. His appointment was unanimously confirmed by the Guam Legislature last month.<\/p>\n<p>During the ceremony, Torres spoke highly of Brown\u2019s qualifications as a former prosecutor and his readiness for the role.<\/p>\n<p>\u201cServing as a judicial officer requires more than experience,\u201d Torres remarked. \u201cIt\u2019s about the qualities that define every decision: a steady, even temperament, a sense of fairness, and the ability to weigh each case with impartiality and care. For a magistrate judge, these traits are not just admirable\u2014they are essential.\u201d<\/p>\n<p>In addition to a broad range of civil matters, magistrate judges preside over initial appearances in criminal cases, handle arraignments, order pre-trial conditions, and enter judgments.<\/p>\n<p>\u201cI am very humbled by this experience and will remember this day for the rest of my life,\u201d said Brown during his judicial address. \u201cAs a magistrate judge, I\u2019m not going to throw people away if they make a mistake.
