{"id":45915,"date":"1999-03-18T00:00:00","date_gmt":"1999-03-18T00:00:00","guid":{"rendered":"http:\/\/9466f230-1dfb-11e4-aedf-250bc8c9958e"},"modified":"1999-03-18T00:00:00","modified_gmt":"1999-03-18T00:00:00","slug":"9466f240-1dfb-11e4-aedf-250bc8c9958e","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/9466f240-1dfb-11e4-aedf-250bc8c9958e\/","title":{"rendered":"Gov&#039;t: $32M saved from hiring freeze"},"content":{"rendered":"<p>The government has saved approximately $32 million in personnel expenses from over 900 full-time positions that have been left unfilled since last year.<\/p>\n<p>The savings brought down government expenditures for salaries and benefits to less than 60 percent of the total budget earmarked for personnel expenses under the Fiscal 1999 spending limit of $210 million.<\/p>\n<p>From 4,991 FTE positions to be funded by general funds, there are now approximately 4,000 employees under government payroll.  The figures do not include workers in autonomous agencies.<\/p>\n<p>Based on the appropriation level for the current fiscal year, the financially-troubled government spends $32,000 in salaries and benefits for every full-time employee.<\/p>\n<p>According to Michael S. Sablan, Gov. Pedro P. Tenorio&#8217;s special advisor on budget and finance, overall the administration has reduced annual spending level 20.22 percent from $262 million in 1997 to $209 million.<\/p>\n<p>&#8220;Because of our financial situation and austerity measures, we have left over 900 positions unfilled.  A lot of our savings came from the transfer of employees and from consolidation of functions in order to avoid hiring,&#8221; Sablan said in an interview.<\/p>\n<p>But Sablan explained most the vacant positions were non-essentials and that job cutbacks did not cover public safety, health and enforcement.<\/p>\n<p>The reduction in personnel is also in line with Tenorio&#8217;s policy to streamline the bureaucracy, which has been left to balloon by past administrations and made the government the single biggest employer in the Northern Marianas.<\/p>\n<p>In the past, some 75 percent of the yearly spending package was spent to cover salaries and benefits of government personnel alone.<\/p>\n<p>And due to declining revenue collections as a result of economic slump, the island government has embarked on a wide-ranging cost-cutting steps that include freeze on hiring and reduction in overtime, among others.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The government has saved approximately $32 million in personnel expenses from over 900 full-time positions that have been left unfilled since last year.<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[],"class_list":["post-45915","post","type-post","status-publish","format-standard","hentry","category-local-news"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/45915","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=45915"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/45915\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=45915"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=45915"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=45915"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
