Dela Cruz has drawn praise from a top Enron official for his conduct during the crucial review on the 80-megawatt power project for Saipan.<\/p>\n<p>David B. Howe, vice president of the Texas-based conglomerate, expressed regret for Dela Cruz&#8217; resignation, saying he was &#8220;shocked and dismayed&#8221; when the ex-CUC head stepped down from the post after five years in the Board of Directors.<\/p>\n<p>&#8220;I have tremendous respect for you and the job you did guiding the re-evaluation of the CUC 80-MW power project. We took great comfort that an impartial review of the process was in the best interest of all parties,&#8221; Howe said in a letter to Dela Cruz.<\/p>\n<p>Enron is among the five companies vying to win the $120 million contract to build and operate the power plant which is designed to meet increasing demand on Saipan.<\/p>\n<p>Dela Cruz submitted his resignation to Gov. Pedro P.
