Due to a technicality, Gov. Pedro P. Tenorio has thumbed down a plan by the Tinian municipality to designate some areas on the island a protected enclave for wildlife and other natural resources.<\/p>\n
He said the Legislature must amend existing laws restricting local legislative delegation from encroaching into functions of the central government before Tinian can establish such a wildlife conservation area.<\/p>\n
The governor noted that changes should be made to Public Law 10-57 that gives exclusive control to the Department of Lands and Natural Resources and its Division of Fish and Wildlife to regulate these functions as well to a constitutional provision governing powers of local legislators.<\/p>\n
“Until such time as either PL 10-57 is amended or legislation similar to that previously found in the Local Law Act… is enacted to create an exception to the current exclusive regulatory authority currently vested in DLNR-DFW, such conservation measures will have to be accomplished through department efforts,” Tenorio said.<\/p>\n
He vetoed last week a local bill proposing the environmental model as offered by Sen. Herman M. Manglona which was passed by the Tinian Legislative Delegation last June.<\/p>\n
Under the legislation, the Suicide Cliff Region extending to the Masalog Point area in the island municipality would have the protection of the law for at least five years to safeguard a large of variety of wildlife and forest vegetation found in the area.<\/p>\n
Coconut crabs, fruitbats, the Marianas Crow and various species of birds as well as the thick vegetation of the region should be preserved to promote ecotourism on Tinian and complement the existing casino business there, according to lawmakers.<\/p>\n
Since the measure had proposed close coordination between Tinian officials and DLNR to oversee this conservation area, Tenorio expressed hope that such a plan would eventually be realized.<\/p>\n
“I support such efforts and am confident that working, together, these worthwhile endeavors can be accomplished,” the governor said in his veto message. (BS)<\/p>\n","protected":false},"excerpt":{"rendered":"
