However the existence of a law prohibiting it, it appears that the statute is fluid, requiring strengthening, including a total ban on such an industry here.<\/p>\n<p>The CNMI must make clear its intention on this issue now or forever hold its breath.  We can&#8217;t afford to agree to ban this industry altogether then turn our heads the other way.  Vacillation or a weak-kneed policy approach and it isn&#8217;t going to do the job.<\/p>\n<p>It is important that this policy matter is defined with clarity.  If in fact it is our desire to promote family vacations in paradise, then it means declaring prostitution illegal right from the outset.  You can&#8217;t have an iota of tolerance in an industry now being ruled by a combined global criminal elements.  After all, it&#8217;s more than a billion dollar industry worldwide.<\/p>\n<p>Furthermore, the CNMI must make a quiet policy on prohibiting notorious criminal groups from entering paradise.  In other words, a quiet but firm policy must be made and fully enforced where members of the triad, yakuza and other criminal groups are given a turn around flight upon entry into the islands.  Paradise must be kept safe and clean all the way around.<\/p>\n<p>We strongly recommend that all agencies and the tourism industry meet to trump out their cards on whether to implement a prostitution and criminal elements-free venue for families from nearby Japan and Asia. Guam has dealt with this issue successfully, thus the hundreds of thousands of vacationers made up mostly of families from Japan and neighboring Asian countries.<\/p>\n<p>If we want a safe and clean venue for visitors, we must begin resolving these issues today.  To reach such goal is to take the proverbial first step.
