{"id":56646,"date":"2001-03-14T00:00:00","date_gmt":"2001-03-14T00:00:00","guid":{"rendered":"http:\/\/96d5bf86-1dfb-11e4-aedf-250bc8c9958e"},"modified":"2001-03-14T00:00:00","modified_gmt":"2001-03-14T00:00:00","slug":"96d5bf97-1dfb-11e4-aedf-250bc8c9958e","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/96d5bf97-1dfb-11e4-aedf-250bc8c9958e\/","title":{"rendered":"Coalition formed to discuss enabling legislation issues"},"content":{"rendered":"<p>ROTA \u2013 The Municipal Councils of Rota, Tinian and Saipan have formed the Association of Municipal Councils during a two-day session here on March 8 and 9.<\/p>\n<p>The new organization is part of a concerted effort to bring a united front to tackle the enabling legislation issue which is currently under certification by Attorney General Herbert D. Soll.<\/p>\n<p>The Saipan and Northern Islands Municipal Council, last Jan. 19, wrote the Attorney General requesting a position on the certification issue which had been brought to the attention of the AGO in May last year.<\/p>\n<p>The Council&#8217;s then legal counsel David Wiseman, who is now sitting as associate judge for the Superior Court, drafted the letter soon after Gov. Pedro P. Tenorio vetoed House Bill 12-141.<\/p>\n<p>\u201cEven after two letters from January to March, there hasn\u2019t been any response from the Attorney General,\u201d said Juanita M.
