Juan N. Babauta for what it termed as his \u201cexceptional performance and profound working relationship\u201d with President Bush that led to the declaration of the CNMI as disaster area in the wake of several typhoons that hit the CNMI in the last few months.<\/p>\n<p>The resolution said that because of Babauta\u2019s \u201cexceptional performance and profound rapport\u201d with Bush, the CNMI was declared a disaster area in record time, mobilizing federal assistance to arrive in the CNMI.<\/p>\n<p>Typhoon Tingting followed by Supertyphoon Chaba caused damage to private and government facilities amounting to over $18 million. The devastating effects of Chaba to residential dwellings forced residents to remain in public schools designated as typhoon shelters, canceling PSS classroom instructions. <\/p>\n<p>\u201cThe Association acknowledges and commends Governor Juan N. Babauta for developing and maintaining the best working relationship with President George W. Bush, which is paramount to the continued growth and advancement of the CNMI and its people,\u201d part of the resolution reads..<\/p>\n<p>The resolution was certified by association president Gregorio V. Deleon Guerrero and vice president Jude U. Hofschneider and was attested by secretary Mametto M.
