{"id":86098,"date":"2004-12-02T04:43:00","date_gmt":"2004-12-02T04:43:00","guid":{"rendered":"http:\/\/a18a29ed-1dfb-11e4-aedf-250bc8c9958e"},"modified":"2004-12-02T04:43:00","modified_gmt":"2004-12-02T04:43:00","slug":"a18a29fe-1dfb-11e4-aedf-250bc8c9958e","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/a18a29fe-1dfb-11e4-aedf-250bc8c9958e\/","title":{"rendered":"Tax &#038; Rev eyed to handle vehicle registration, driver\u2019s license"},"content":{"rendered":"<p>A bill seeking to transfer the handling of registering vehicles and issuing operator\u2019s licenses recently passed the House of Representatives and now awaits similar passage by the Senate. <\/p>\n<p>House Bill 14-182, authored by Rep. Janet U. Maratita, aims to create an office under the Department of Finance\u2019s Division of Revenue and Taxation solely for registration and issuing of licenses.<\/p>\n<p>In its review report, the committee on Judiciary and Government Operations, chaired by Rep. Jesus SN. Lizama, said that the transfer \u201cwill be in the best interest of the public.\u201d<\/p>\n<p> \u201cThe transfer of vehicle registration to [DOF] will keep the vehicle registrant\u2019s information in one department,\u201d the report said. \u201cFor the first time, it will consolidate the vehicle registrations, operators\u2019 licenses and payments under one agency\u2019s jurisdictions.<\/p>\n<p>The committee also indicated that the move will result in a \u201cone-stop shop\u201d for the public during registration or renewal process, which would minimize inconvenience and increase productivity and services to the public.<\/p>\n<p>The functions are currently handled at the Bureau of Motor Vehicles under the Department of Public Safety.<\/p>\n<p>If signed into law, DOF would not need to send staff to BMV to handle payments, the report indicated. DOF would handle all matters affecting vehicle registration and operator\u2019s licenses. This will mean employing the necessary staff, including a principal executive, to carry out the functions.<\/p>\n<p>The office may also assist BMV in investigating title and registration of vehicles.<\/p>\n<p>Further, the report explained that the transfer would enable DPS to reassign officers to other department functions.<\/p>\n<p> \u201cThe implementation of this act will also allow the [DPS] to re-deploy all police officers assigned to [BMV] to other essential police functions,\u201d it said. \u201cThe reassignment of these officers will enhance public service protection by the [DPS].\u201d<\/p>\n<p>If signed into law, DPS has 90 days to transfer all items used for registration of vehicles and operator\u2019s license as well as working capital, cash, accounts payable and receivable, deposits, books, records, and documents relating to the functions. <\/p>\n<p>Also, all DPS personnel used for the operation of vehicle registration and issuance of operator\u2019s licenses would be transferred to the Office of Vehicle and Driver Registration.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A bill seeking to transfer the handling of registering vehicles and issuing operator\u2019s licenses recently passed the House of Representatives and now awaits similar passage by the Senate. <\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[],"class_list":["post-86098","post","type-post","status-publish","format-standard","hentry","category-local-news"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/86098","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=86098"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/86098\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=86098"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=86098"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=86098"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
