Eugenio<br \/>\nReporter<\/div>\n<p>Gov. Benigno R. Fitial will be submitting a written report to the Legislature on the 2011 State of the Commonwealth before the end of the year to comply with the annual report required by the CNMI Constitution, despite a proposal from the Senate for him to deliver an address on Feb. 14, 2012.<\/p>\n<p>\u201cThe governor will submit a written report as mandated by the Constitution,\u201d press secretary Angel Demapan said yesterday.<\/p>\n<p>Fitial also submitted a written report to the Legislature in 2010 toward the end of the year, deviating from his previous years&#8217; practice of delivering a SOCA mid-year.<\/p>\n<p>Even if Senate President Paul Manglona&#8217;s Senate Joint Resolution 17-18 is adopted, it will be for the 2012 report, thus skipping 2011, which is not something the administration wants to do.<\/p>\n<p>Senate Joint Resolution 17-18 also asks Delegate Gregorio Kilili Sablan (Ind-MP) to report on federal matters concerning the CNMI during a joint session of the House and Senate.<\/p>\n<p>House floor leader George Camacho (Ind-Saipan) said yesterday that the House leadership has yet to discuss whether to request a SOCA or just a written report from the governor.<\/p>\n<p>Article III Section 9 (b) of the CNMI Constitution requires the governor to report \u201cat least annually to the Legislature regarding the affairs of the Commonwealth and new measures that are necessary or desirable.\u201d<\/p>\n<p>It says the report should include a comprehensive annual financial report.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Haidee V.
