{"id":92137,"date":"2005-07-16T07:41:00","date_gmt":"2005-07-16T07:41:00","guid":{"rendered":"http:\/\/a40f8c47-1dfb-11e4-aedf-250bc8c9958e"},"modified":"2005-07-16T07:41:00","modified_gmt":"2005-07-16T07:41:00","slug":"a40f8c5d-1dfb-11e4-aedf-250bc8c9958e","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/a40f8c5d-1dfb-11e4-aedf-250bc8c9958e\/","title":{"rendered":"\u20182005 alien hiring restriction unrealistic\u2019"},"content":{"rendered":"<p>The Department of Public Health describes the 2005 sunset provision in hiring foreign workers \u201cunrealistic\u201d and the one-year restriction on employment contract \u201cunreasonable.\u201d<\/p>\n<p>In a position paper submitted to the Legislature, Public Health Secretary James U. Hofschneider said that despite the CNMI\u2019s best effort to recruit local residents, the department continues to need healthcare professionals from overseas.<\/p>\n<p>\u201cIt has become evident that the 2005 restriction is unrealistic for DPH. The need to hire physicians, nurses, and other healthcare professionals from outside the CNMI and the U.S. will continue beyond this deadline,\u201d said Hofschneider.<\/p>\n<p>He said the education and development of sufficient local healthcare workers \u201cmust be viewed as a long-term program that will not be able to fill the Commonwealth\u2019s increasing needs within the near future, despite the department\u2019s best efforts.\u201d<\/p>\n<p>He said the economic slowdown prevents the department from hiring all the needed professionals from the U.S. mainland, \u201cwhere salaries are significantly higher than the Commonwealth is able to pay at this time.\u201d<\/p>\n<p>Further, Hofschneider said that the existing one-year limitation on employment contracts of nonresident workers \u201chas proven to be unreasonable and financially expensive to the department.\u201d<\/p>\n<p>The intent of the law, which is to increase the chances for resident workers to replace nonresidents at contract completion, \u201chas no impact on the DPH positions.\u201d<\/p>\n<p>He said that positions are continuously offered to local residents but, \u201cin most cases, there are no local healthcare professionals available.\u201d<\/p>\n<p>As a result of the one-year restriction, he said guest workers often leave after the contract, requiring the government to provide tickets and shipment for the repatriation as well for the new workers coming in.<\/p>\n<p>\u201cDepending on the size of the family, this unnecessary extra expense can significantly impact the department\u2019s budget,\u201d said the secretary.<\/p>\n<p>Hofschneider said that these concerns\u2014sunset provision and the one-year contract limitation\u2014can be eliminated by amending the laws to allow the department to extend the alien hiring for at least 10 years and to exempt the department from the annual contract limitation.<\/p>\n<p>These proposals are contained in House Bill 14-344, which is under discussion at the Senate.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Department of Health describes the 2005 sunset provision in hiring foreign workers \u201cunrealistic\u201d and the one-year restriction on employment contract \u201cunreasonable.\u201d<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[],"class_list":["post-92137","post","type-post","status-publish","format-standard","hentry","category-local-news"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/92137","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=92137"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/92137\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=92137"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=92137"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=92137"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
