The Attorney General\u2019s Office has filed criminal charges against two immigration officers who were the assigned guards of a federal detainee that escaped from their custody at the Commonwealth Health Center.<\/p>\n
Marvin R. Pangelinan, 34, and Frank Demapan Sablan, 38, were charged in Superior Court. Both were summoned to appear and answer the charges in court on Dec. 12 at 9 a.m.<\/p>\n
Chief Prosecutor Jeffrey Moots stated in the information that on April 9, 2005, Pangelinan and Sablan, while having lawful custody of a prisoner, Chen Li Wu, negligently allowed the prisoner to depart from custody.<\/p>\n
No other details were given in the criminal information.<\/p>\n
Chen was charged in March 2005 in federal court with engaging in extortion to collect loan shark. While recovering from surgery in a room at CHC he escaped from his two on-duty Immigration detention guards.<\/p>\n
The Department of Corrections has not released details on how Chen managed to escape.<\/p>\n
The Federal Bureau of Investigation then joined local enforcers in hunting down Chen, whom the FBI considered a dangerous person.<\/p>\n
