Pangelinan, 34, and Frank Demapan Sablan, 38, were charged in Superior Court. Both were summoned to appear and answer the charges in court on Dec. 12 at 9 a.m.<\/p>\n<p>Chief Prosecutor Jeffrey Moots stated in the information that on April 9, 2005, Pangelinan and Sablan, while having lawful custody of a prisoner, Chen Li Wu, negligently allowed the prisoner to depart from custody.<\/p>\n<p>No other details were given in the criminal information.<\/p>\n<p>Chen was charged in March 2005 in federal court with engaging in extortion to collect loan shark.
