Juan N. Babauta issued the memorandum on Wednesday, informing all department and activity heads to grant administrative leave to all employees of the CNMI government who have been designated to work on the Transition Committee and Subcommittees.<\/p>\n<p>\u201cAlthough Directive Numbers 158 and 201 specifically give you the authority to grant or deny administrative leave, I feel that this request should be granted to ensure a smooth transition to the administration of the governor-elect,\u201d Babauta said.<\/p>\n<p>He expressed confidence that the Transition Committee would submit time and attendance records for the concerned employees while they are conducting Transition Committee business.<\/p>\n<p>Furthermore, Babauta urged the heads of the Legislature, Judiciary, or Municipalities to take a similar action.<\/p>\n<p>\u201cAlthough I do not have the authority to grant administrative leave to employees of the Legislature, Judiciary or Municipalities, by copy of this letter, I respectfully encourage the heads of these respective government entities to also grant administrative leave to the employees on the list,\u201d he said.<\/p>\n<p>The Transition Committee had a meeting at the Multi-Purpose Center at 6pm yesterday to discuss protocol, code of conduct, and other matters related to the visits that will be made to Executive Branch offices.<\/p>\n<p>Members of the Transition Committee will be reviewing and assessing documents from each agency in order to generate reports by Dec. 30, 2005.<\/p>\n<p>They are expected to get down to start the visits on Monday.<\/p>\n<p>According to the Office of the Governor-Elect, the chairs or sub-chairs of Transition Subcommitees are:<\/p>\n<p>I.
