Soll said in an administrative order that employer Lorylinda Santos miscalculated the period in which she had to file an employment application on behalf of nonresident worker Teresita M. Espino.<\/p>\n<p>Soll imposed a $50-fine on Santos, but reversed the Labor Division\u2019s denial of the application.
