Lizama ordered the Department of Public Safety commissioner to arrest Joaquin S. Quitugua, former CUC administrative officer III on Rota.<\/p>\n<p>Lizama commanded the DPS commissioner or his officers to bring Quitugua to court &#8220;without unnecessary delay&#8221; for not showing in court on Thursday.<\/p>\n<p>The judge said Quitugua would be released after posting $2,000 cash, but he must appear in court at 9 a.m. &#8220;on the next business day.&#8221;<\/p>\n<p>The former CUC employee was convicted in 1997 of theft by failure to make required disposition of funds received, theft, embezzlement, and forgery.<\/p>\n<p>Then Superior Court Associate Judge Miguel Demapan sentenced Quitugua on May 14, 1997 to 20 years, all suspended except the first two years, without early parole.<\/p>\n<p>Demapan placed him on 18 years of active probation and required him to pay $135,000 in restitution to CUC.
