{"id":9940,"date":"2011-12-27T02:32:09","date_gmt":"2011-12-27T02:32:09","guid":{"rendered":"http:\/\/newspaper.ctsi-logistics.com\/?p=9940"},"modified":"2011-12-27T02:32:09","modified_gmt":"2011-12-27T02:32:09","slug":"2-riding-on-scooter-arrested-for-ice-possession","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/2-riding-on-scooter-arrested-for-ice-possession\/","title":{"rendered":"2 riding on scooter arrested for &#8216;ice&#8217; possession"},"content":{"rendered":"<div>At sobriety checkpoint, female hides &#8220;ice&#8221; in breast area<\/div>\n<div>By Ferdie de la Torre<br \/>\nReporter<\/div>\n<p>Two persons riding in tandem on a scooter were arrested after police found methamphetamine or \u201cice\u201d from one of them during a sobriety checkpoint along Beach Road, Chalan Piao, on Saturday night.<\/p>\n<p>Fu Zhu Lin, 40, and his girlfriend, Mei Ying Qi, 45, were apprehended for possession of controlled substance.<\/p>\n<p>Qi was released from jail after posting $5,000 cash on Sunday. Lin, jobless, was taken to the Superior Court yesterday afternoon for a bail hearing.<\/p>\n<p>Associate judge Joseph James N. Camacho imposed a $5,000 cash bail for Lin&#8217;s temporary release and set the preliminary hearing to Jan. 5, 2012 at 9am.<\/p>\n<p>Chief Public Defender Adam Hardwicke was appointed as counsel for Lin. Acting chief prosecutor Peter Prestley appeared for the government at the hearing.<\/p>\n<p>Prestley informed the court that the Office of the Attorney General previously charged Lin with trafficking \u201cice\u201d but the case was dismissed without prejudice, meaning it can be re-opened in the future.<\/p>\n<p>Detective Raymond B. Borja stated in his report that on Saturday between 6pm to 7:15pm, the Department of Public Safety&#8217;s Traffic Investigation and Highway Patrol conducted sobriety checkpoint in front of Hopwood Junior High School in Chalan Piao.<\/p>\n<p>At 7:10pm, Sgt. Anthony Macaranas noticed a scooter that was directed over to the citation area of the checkpoint for expired vehicle registration.<\/p>\n<p>Police Officer Rudolph Hermosilla found that Lin, the driver of the scooter, had no driver&#8217;s license and identification card.<\/p>\n<p>The registration of the scooter also expired since 2005. As Macaranas was checking on Lin, the defendant handed money, a pack of cigarettes, a lighter, and keys to Qi.<\/p>\n<p>Qi placed the pack of cigarettes that Lin handed to her into her breast area and refused to give it to Hermosilla despite being advised repeatedly to do so.<\/p>\n<p>Police Officer Therese Kintoki placed her hand in to Qi&#8217;s dress and took out a cigarette box that contained three pieces of cigarettes and four small clear Ziplocks (baggie) filled with a crystal-like substance.<\/p>\n<p>The crystal-like substance was later tested positive for crystal methamphetamine or \u201cice.\u201d Police did not indicate the quantity of the seized \u201cice.\u201d<\/p>\n<p>On Oct. 29, 2010, members of the Drug Enforcement Task Force and other members of the DPS Criminal Investigation Bureau conducted a buy-bust operation against Lin in San Jose, Tinian.<\/p>\n<p>Police said Lin was distributing \u201cice\u201d out of the Tinian Dynasty Hotel and Casino, where he was then employed.<\/p>\n<p>In July 2011, the OAG moved to dismiss against Lin since the detective handling the case has left the island for a new job and there is difficulty in obtaining his file or report of the case.<\/p>\n<p>Wiseman granted the motion, but slammed DPS and the OAG for \u201ctheir lack of coordination and cooperation in investigating cases.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At sobriety checkpoint, female hides &#8220;ice&#8221; in breast area By Ferdie de la Torre Reporter&#8230;<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[],"class_list":["post-9940","post","type-post","status-publish","format-standard","hentry","category-local-news"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/9940","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=9940"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/9940\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=9940"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=9940"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=9940"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
