The project is considered vital by the Navy as a way to enhance wharf capabilities and ordnance operations.<\/p>\n<p>Black Construction Co. was awarded the $10,513,640 contract in March 2005.<\/p>\n<p>Naval Facilities Engineering Command (NAVFAC) is a global organization with an annual volume of business in excess of $8.5 billion that manages the planning, design, construction, contingency engineering, real estate, environmental, and public works support for U.S. Navy shore facilities around the world.
