‘Speed, alcohol not factors in car accident’

Traffic investigators determined that speed and alcohol were not the factors that caused a car to plow into a drainage construction site, killing a worker and injuring another Tuesday shortly before noon.

Department of Public Safety spokesman Ken Concepcion said that, based on the preliminary investigation conducted by traffic officers, the driver, 25-year-old Hae Jung, was neither speeding nor under the influence of alcohol.

Concepcion said Hae told police that she was driving her white 2002 Toyota Camry north along the outer lane of Beach Road. Hae attempted to enter the inner lane, but there was another vehicle there, forcing her to suddenly swerve to the right. She then lost control of the car, which rammed into a drainage under construction, killing a worker and injuring another.

The DPS spokesman said that, as of yesterday, no traffic citations or charges have been filed against the driver as the cause of the accident is still under further investigation.

Hae sustained bruises on the left chest and complained of chest pain.

Concepcion said DPS would not release the descriptions of the injuries of the fatality, 63-year-old Marcillano Garcia, until an autopsy is conducted.

The other injured worker, Bonifacio Dimaunahan, suffered abrasions to the left leg and left knee. He complained of pain to the left shoulder, left arm, hips, and chest.

Hae’s car sustained extensive damage to the front bumper and hood portion. The workers’ 1993 Nissan pickup truck had moderate damage on the rear fender.

Witnesses said Marcillano Garcia, a Filipino mason at Vargas Corp., was working in the drainage located in front of Bank of Saipan in Chalan Kanoa when he was pinned to death by the car.

Dimaunahan was only injured because he managed to jump out from the drainage area, witnesses said.
