Labor implements changes in system
The CNMI Department of Labor is implementing several changes in its system, effective immediately, to address what it said are many “flaws” in the program.
“Recently, the department has been experiencing many flaws that requires program adjustment. Therefore, in order to correct these flaws, the changes will be implemented immediately,” said Labor deputy secretary Alfred Pangelinan in a public notice.
Among the changes are:
1. All employment documents, including written responses, must be signed by the employer or general manager of the company. No contract or nonresident worker manager and agents will be allowed to sign these documents.
2. All employers must provide a photo identification to support all signatures.
3. Employers will be required by the Division of Labor to provide a financial income statement for their previous year operation and a certified balance sheet to show their financial ability to hire nonresident workers. The documents must be certified by certified public accountant.
4. Document handling agents will no longer be the person to conduct interview and selection of resident workers when responding to job vacancy. All interview and selection of resident workers must be done by an employer or his/her general manager. This can be performed by the human resource department at a bigger firm.
5. Direct contact number of the employer must be provided to ensure that resident workers have easy access when responding to a vacant position. Agents’ contact number will no longer be accepted.
“This guideline will ensure an efficient and consistent delivery of our services,” said Pangelinan.
