Hocog replaces Torres as PUTC chair
Rota Rep. Victor B. Hocog was named yesterday to lead the House Committee on Public Utilities, Transportation, and Communications.
House Speaker Arnold I. Palacios made the announcement after accepting the resignation of Rep. Stanley T. Torres as chairman of the committee.
“I am truly saddened to be losing your experience and expertise at the helm of such an important committee,” Palacios told Torres in a letter yesterday.
To Hocog, the speaker expressed his confidence that “under your leadership the committee will thoroughly and expediently evaluate the numerous legislative matters now before it and report to the full House.”
Torres resigned as PUTC chairman last week because he felt the committee was pressured to “rubberstamp” the appointment of Kimberlyn King Hinds to the utility regulatory board.
Torres, along with three other House members, had wanted Hinds to go through a public hearing. But the majority declined and went ahead with a vote. He also believed that Hinds’ ties with a private water bottling company on Tinian meant a potential conflict of interest.
