Norita urges DPS personnel to work with Tudela on programs

Former Department of Public Safety Commissioner Claudio K. Norita has urged DPS personnel to work with acting Commissioner Santiago F. Tudela in continuing the 16 programs that he had started.

In a letter to DPS personnel, Norita said his disappointment in his removal centers on the fact that DPS has not fully implemented his programs yet.

The former police chief said he would be saddened to these programs “discarded to the side.”

“I ask that you work with the new commissioner on continuing these programs,” Norita told DPS personnel.

These programs include:

* Community Outreach through website, newsletter and the Volunteers in Public Safety (VIPS);

* Record Management System (RMS) implementation;

* Implementation of a computerized driver license written test;

* Implementation of the REAL ID program;

* National Incident Management System compliant for all personnel by Sept. 30, 2008;

* $25 Compliant Radio System;

* Graduation of police and fire cadets;

* Directive 105 on DPS re-organization and delegation of authority;

* Protect the jobs of fellow DPS employees who are deployed;

* Addressing Fair Labor Standards Act issues;

* Taking pride in wearing the uniform;

* Completion of the Fusion Center for Information Sharing;

* Removal of old evidence and firearms;

* Ensuring equal distribution of Compact Impact funds;

* Digitizing old documents through the use of laser fiche; and

* Implementing fees for non-emergency calls through regulations.

Norita acknowledged that some DPS personnel have set aside plans to pursue better opportunities outside the department because they saw the vision of what the department can achieve.

“I thank you for your sacrifice in staying back to help us steer our department on its plotted course,” he told the personnel.

The former commissioner said he is proud to say that DPS personnel have projected professionalism and pride in the work they do.

“I see your eyes sparkle in knowing that the efforts you are making are part of a plan to help our department become accountable and professional,” he said.

Norita said DPS personnel should expect changes as this is usual for any change of command.

“However, it is not what you need now and I apologize that I was not given the opportunity to ease ruffled feathers or soothe hurting pride,” he said.

Norita vowed to continue to be an advocate for DPS.

“I will be vigilant and vocal on what this administration’s plan or lack of plan in making DPS what is should be,” he said.

Gov. Benigno R. Fitial terminated Norita as chief of DPS effective last Friday. Tudela was named acting commissioner.

Tudela used to serve as DPS commissioner under the Babauta administration. When confirmed by the Senate, he will be the 4th DPS commissioner under the Fitial administration. Two other persons were also previously tapped by the administration to serve as acting DPS commissioner.
