Charges filed vs 2 alleged illegal construction workers
The U.S. government filed yesterday separate charges in federal court against two overstaying tourists who were arrested by U.S. Immigration and Customs Enforcement last week for allegedly working illegally as construction workers.
Shubiao Niu and Youcai Li are each charged with improper entry by an alien.
According to assistant U.S. attorney Eric O’Malley, Niu, a Chinese citizen, lied to U.S. Customs and Border Protection inspectors on Jan. 24, 2016, that his purpose for entering the CNMI was for “tourism.” In fact, Niu intended to find work and live here, O’Malley said, under the CNMI-only conditional parole program, in violation of the U.S. Code.
He accused Li of the same thing, saying Li also lied to a CBP inspector on March 18, 2018.
ICE agents arrested the two along the road near Moonlight Shopping along Beach Road in Chalan Kanoa last week.
ICE agents have been investigating reports about many illegal construction workers, most of them Chinese, in many areas on Saipan.
