Leon Guerrero joins APAFS board of governors

HAGATNA, Guam—The Asia Pacific Association for Fiduciary Studies is pleased to announce that Dr. Wilfred Leon Guerrero, chairman of the Government of Guam Retirement Fund, has joined the APAFS board of governors. He will assume the position of board chairman in completion of the term of Gerard Cruz, AIFA, who has left the APAFS board as his term on the GGRF board ended. Cruz served as APAFS chairman for 18 years.
Leon Guerrero has been a trustee with GGRF since 2004 and was elected chairman of the board in 2019. Prior to being elected board chairman, he served as chairman of Investment Committee. His leadership was instrumental in the execution of the board’s investment strategy which included the broader diversification of asset classes. At the end of 2020 the market value had grown to approximately $2 billion, doubling the portfolio size from $1 billion dollars when he began.
Leon Guerrero is president emeritus of the University of Guam. While at the university, he served as a professor, then dean of the college from 1972 to 1988. Leon Guerrero served as UOG president until from 1988 through 1992.
Leon Guerrero also serves as the chairman of the UOG Endowment Foundation. He is the founding commissioner of the President’s Advisory Commission of Asian American and Pacific Islanders. He received his BA from the University of Guam and MA and Ed.D. from the University of Northern Colorado.
Leon Guerrero joins a distinguished group of 16 fiduciaries of institutional funds from throughout the Asia Pacific region on the APAFS board, to include Dr. Patrick Tellei, president of Palau Community College, APAFS board vice chairman; Anna Mendiola, AIF, president, FSM Development Bank, APAFS board secretary; and, Raaj Kurapati, AIFA, CFO, University of Memphis, APAFS board treasurer.
APAFS (www.apafs.org) is a Guam-based 501c3 association whose membership includes institutional investment funds throughout the Pacific Region. Its mission is to promote prudent stewardship and leadership through fiduciary education and to lead advocacy efforts on behalf of its membership. The organization recently celebrated its 20th anniversary. Annually, APAFS hosts a week-long educational conference in Manila. Notable keynote speakers have included, Fareed Zakaria (CNN host and commentator), Mark Mobius (former executive chairman of Templeton), and Marc Faber (author and Swiss investor living in Thailand).
