Ogo wants K9 inspections back on Rota

In response to the increasing occurrence and concerns of drug trafficking, Rep. Julie A. Ogo (Ind-Rota), on Feb. 15, 2023, met with Customs Division director Jose Mafnas to discuss, among other Customs-related issues, plans for the reinstatement and funding of the K9 operation on Rota.

Ogo considers Rota as the first port of entry from Guam and the K9 inspections are critical to prevent the movement of contraband, especially drugs, further north into the CNMI threatening the safety of the people, especially children.

In her post-meeting letter, she thanked Mafnas on behalf of the people of Rota for accommodating the meeting and for his genuine support. She also reiterated their discussion on the reinstatement, training, and maintenance funding for effective Customs operation through well-trained and healthy canine and K9 officer.

She also asked Mafnas to keep her updated on the progress of the implementation. She offered her support as a member of Legislature on matters relating to the Rota Customs Office.

The first step, which is already in progress toward accomplishing the reinstatement, is a trainee—a customs officer is currently on Saipan undergoing a certification process followed by training on March 1, 2023, with the canine ready to be assigned to Rota.

“Public Law 19-86, Section 2, amended 6 CMC § 2304 by adding subsection (d) expanding the Customs- search authority, it is also in line with Public Law 18-33, Section 2 extending inspection jurisdiction to 200 miles of the shoreline of any island of the Commonwealth; therefore, the K9 operation on all three islands is necessary to clamp down on all contrabands, especially drugs,” Ogo stated.

She further added that following this implementation, she intends to pursue legislation either to strengthen existing laws or require all boaters to file a voyage plan before departing any island. “Contraband trafficking is not limited to air vessels; it also involves movement of illegal substances using small boats, and the filing of voyage plans will be helpful to the Customs Division as well as Division of Boating Safety in rescue operations by identifying boats and boaters on board.” (PR)
