Palacios first CNMI governor to get FEMA federal clearance

Gov. Arnold I. Palacios and Lt. Gov. David M. Apatang were the first governor and lieutenant governor in the CNMI to receive federal Personal Identity Verification-Interoperable aka PIV-I access cards, which essentially grants them access to federal buildings and agencies nationwide.

Last Monday, the CNMI Office of Homeland Security and Emergency Management in collaboration with the Federal Emergency Management Agency issued PIV-I cards to Palacios and Apatang at the Emergency Operations Center on Capitol Hill.

According to HSEM spokesperson Bernard Villagomez, this is the first time HSEM has incorporated the PIV-I program in the CNMI meaning Palacios and Apatang are the first CNMI leaders to receive these access cards.

Essentially the access card provides enhanced security features, including multi-factor authentication, identity verification, increased cybersecurity, and interoperability between local, state, and federal partner agencies.

“The access card represents a significant advancement in the security infrastructure of the CNMI, enhancing the identification and authentication process for key officials within the CNMI government,” said HSEM in a previous press release.

In a statement from Palacios, he said with cybersecurity becoming an issue nationwide, these access cards provide an additional layer of security without the hassle of getting inspected every time he visits a federal building.

“Cybersecurity is an issue across the nation. It even critical here. With the access cards, you don’t need to be patted down. Things are evolving in enhancing security, particularly cyber security,” Palacios said.

In a previous statement from HSEM special assistant Franklin Babauta, he said the issuance of these identification cards marks a significant milestone for the CNMI.

“This initiative enhances our security and ensures a higher standard of safety and efficiency for our operations. Our commitment to protecting our community remains unwavering, and this program is a testament to our dedication and commitment to participate with our federal partners,” Babauta said.

HSEM will be the first agency within the government to implement the program, as the program progresses additional agencies will receive the PIV-I Access cards. More information will be provided as the system becomes more available within the CNMI government.
